I'm surprised that the state of New York has not gotten around to taxing all those menstrual periods. Just think of all the revenue to be gained by taxing women...er, "menstruating persons", monthly from about age of 12 to 52.
That's roughly 480 taxable events that the state is missing out on.

This bill recognizes the simple reality that menstruation is not dirty, but rather a natural bodily function. Yes, menstruation is a natural bodily function. It's also dirty. Bloody, to be specific.
Much the same can be said of urination and defecation.
