Ringside View: California Legislature Destroys Incentive to Achieve Water Resiliency

The California State Water Board is currently drafting the regulations needed to implement Senate Bill 1157, which is possibly the most misguided, unnecessary, intrusive, expensive disaster of a law ever passed by the state legislature.

Passed and signed by Governor Newsom in 2022, SB 1147 requires California’s water agencies to limit residential indoor water use to 47 gallons per person per day starting in 2025 and 42 gallons in 2030. The theme promoted by the State Water Board as they conduct hearings and solicit public comments is “Making Water Conservation a Way of Life.” Rationing would be a more apt description of what’s coming for California’s households.

No household water, no gas appliances, no gas powered car, no paper bags, no straws, no diesel trucks, no freedom in California. Anyhow how do they know how many people live in your house. Maybe they should close the open border if we don't have enough water for the people already here.

There is rain in much of California, but only part of the year. It will be interesting to see the workarounds that people develop to harvest some of their water, perhaps hidden rooftop drainage diversion systems into big tanks, well-hidden in garages, for example?

There’s a scene from a movie (2012) which highlights my fantasy about CA.

If all Flush Toilets in every Government Building and installed port-a-potties out front, we could easily save 400,000 acre feet of water at little to no cost.

Rationing water. Talk about controlling the people. If they spent the money they spend on the climate BS and woke crap on Desalination plants there would be no water shortage period. But this is about control.

“Bootleg water... whoda thunk it?”

That would be my first thought...collect roof runoff in a diversion from the gutters (or guitar, for those of you in Rio Linda), and have it fill some kind of tank in the garage. The problem, of course, for much of California is that it’s dry for 6 months, so during those months life would be difficult...and apartment and Section 8 types would be out of luck, of course.

Rationing of everything is a hallmark of totalitarian government. Rationing equals control.

This is because *anything desirable* in abundance can be used as an alternative form of currency, and decentralizes power and choices.

So, they continually push for artificial shortages of things in abundance. If they cannot create real shortages, they create imaginary ones.

A good example of this is fresh water. I had a teacher a long time ago who pushed “water conservation” on their students. The propaganda campaign was sold as “to raise awareness”. But a quick search showed that almost all the fresh water in the state was used for mining, agriculture, and industry. Residential use was a tiny fraction of that.

So why was the campaign directed *solely* at water conservation at home? “To raise awareness”.

Shortly thereafter, the mining industry in the state decided to recycle their water instead of using fresh water. This *increased* the available fresh water in the state by 1/3rd.

So I asked the teacher whether the conservation campaign would end, and he said “no”. Why?, “Because it is vital to raise public awareness!”, he said.

This taught me the important lesson that the catchphrase “Raising Public Awareness”, in various forms, is a scam, and that those who use it want you to surrender freedom for slavery.

California has no shortage of water. Instead, while complaining of drought, they *waste* vast amounts of water, most of which is allowed or encouraged to run off to the sea. It’s artificial shortage. Were they to capture a fraction of that amount they would have great abundance.

But they won’t, because that would take away their petty control over their citizens.

In order to achieve Equity, CA needs to lower the standard of living of their residents to at least the level of Mexico!
Mexico is lot closer to the world average.
Great goal! They are working hard on it!

They don’t even need desalinization plans - they just need to keep the reservoirs they have full

Thank you for referencing that article artichokegrower.

"Passed and signed by Governor Newsom in 2022, SB 1147 requires California’s water agencies to limit residential indoor water use to 47 gallons per person per day starting in 2025 and 42 gallons in 2030."

Do these water restrictions apply to thirsty, Democratic elite open border policy illegal immigrants?

Also, I have yet to hear what happened to the billions of dollars that California taxpayers approved of for expanding water storage about ten years ago, water storage presumably never expanded.

Californians approved billions for new water storage. Why hasn’t it gotten built? (Non-FR; 1.16.23)

Also, is the following thread an example of California (intentional?) water (mis)management?

ENGINEERED FAMINE: California diverting water flows into the ocean, depriving rice farmers of necessary irrigation to grow food (5.31.22)

“some kind of tank “

Call it a water battery and you’d get a government subsidy.
