Rationing of everything is a hallmark of totalitarian government. Rationing equals control.

This is because *anything desirable* in abundance can be used as an alternative form of currency, and decentralizes power and choices.

So, they continually push for artificial shortages of things in abundance. If they cannot create real shortages, they create imaginary ones.

A good example of this is fresh water. I had a teacher a long time ago who pushed “water conservation” on their students. The propaganda campaign was sold as “to raise awareness”. But a quick search showed that almost all the fresh water in the state was used for mining, agriculture, and industry. Residential use was a tiny fraction of that.

So why was the campaign directed *solely* at water conservation at home? “To raise awareness”.

Shortly thereafter, the mining industry in the state decided to recycle their water instead of using fresh water. This *increased* the available fresh water in the state by 1/3rd.

So I asked the teacher whether the conservation campaign would end, and he said “no”. Why?, “Because it is vital to raise public awareness!”, he said.

This taught me the important lesson that the catchphrase “Raising Public Awareness”, in various forms, is a scam, and that those who use it want you to surrender freedom for slavery.

California has no shortage of water. Instead, while complaining of drought, they *waste* vast amounts of water, most of which is allowed or encouraged to run off to the sea. It’s artificial shortage. Were they to capture a fraction of that amount they would have great abundance.

But they won’t, because that would take away their petty control over their citizens.
