The Sinai is too close to Israel and Egypt does not want them. Lots of room in Libya, where they can board boats to Italy, Algeria or maybe Mauritania.

If Israel shows Egypt that they can turn the desert into a farming oasis using desalination plants and drop water techniques, Egypt might go along with such a plan - they just need to get the Palestinians to get off their butts and work.
