There was this one by Trump but it was in his last month and overridden:
December 23, 2020: Vetoed H.R. 6395, the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021.[55][56] Overridden by House, 322–87 (273 votes needed).[57] Overridden by Senate, 81–13 (63 votes needed). Enacted as Pub. L.Tooltip Public Law (United States) 116–283 (text) (PDF) over the president’s veto

And then this one by Obama: October 22, 2015: Vetoed H.R. 1735, the National Defense Authorization Act for Fiscal Year 2016.[37] No override attempt made.

Notice they are both Defense and not any of the unneeded departments.

Exactly. Presidents don’t write budgets. The House does.

If Biden doesn’t like it for supper then he can have it for breakfast.
