For what it’s worth, this one is about federal law. And your state probably cooperates on that one.
I heard mention of a note that he did leave, apparently to his son. This was found before he was, and I never heard it mentioned again.
No, I don't think they are effective and I believe they they are open to misuse. But let me defer to John Lott at Crime Prevention Research who has been collecting and analyzing the data and has some interesting posts regarding this event:

If my loved one was murdered by this man, I would have some serious questions. First being, the killer self-reported to a mental facility where it is reported he was hearing voices and threatened to shoot up a military base, which should be a red flag to any psychiatric facility. In my opinion, this guy surrendered his condition for professional help and obviously didn’t get it.
1). Did they know he was a firearms expert/ex-military, if not, why didn’t they look at his background. If they knew then he definitely required special consideration.
2). He was in a facility for two weeks, what were the terms of his release for continued treatment He should have been required to report at a minimum of twice a week for further evaluation, if he didn’t show, immediate arrest.
3). Medication should have been monitored weekly, if he was taking it or was it worsening his condition.
4. Who was the doctor in charge?
Probably went to his handler for payment in full and a new ID and passport. They paid him in lead.
Anyways when my brother in law passed she has a mental breakdown and my niece took her to the clinic the doctor was at. My niece had called and told them what was going on and that he had passed. The doctor walks out to the lobby and asked her "where is your husband at today?" What kind of moron would do that? Back when all this was going on shrinks were using 1950's and earlier knowledge and just treating symptoms. In my wifes case she deeveloped PTSD because a dentist nearly killed her with meds for pain he gave her after a tooth extraction. She later needed all her teeth pulledd and waas seeing the shrink for treatment for PTSD so she could handle having her teeth extracted for dentures.
I know, right? She deserves an Oscar for her performance.
hmmmm... an ask, not a demand
ask and sometimes the answer is no
taxpayers dont want to pay
They are already paying. Homeless shelters, unsafe neighborhoods, theft, Medicaid, on and on and on.
