Actually, it’s the 2nd highest. Only the court of appeals is higher. (I lived in NYS for around 30 years)
Does that work the other way too? Do New Yorkers, upon hearing other state supreme court rulings, wait for the appeal?

This was doubtlessly granted under the provisions of Article 78 of the New York City Charter.
Article 78 is very brief (think 10th Amendment brief) It basically says all New York City agencies are commanded to do justice which can mean anything a judge says it means.
This may not be over. Because the New York City budget is broken already and there are still two more layers of Court - Court of Appeals and Appellate Court,
the City HAS to appeal even knowing it will lose because doing so will buy time to figure out what to do when they eventually lose.
The governors had the power...or thought they did...obviously not. What about the companies which were FORCED to shut down...saloons...because wings weren’t a meal..etc etc etc..
Doubt if the appeals court will reverse.
Maybe they thought it was Klaus Schwab’s Reset and billions would die

Not unusual...same in most states.
New York City had something like 280,000 municipal employees as of the end of 2022.
Bosses, elected officials, gov’t rulers and others tell us what to
do and how much to fork over for their use. As time has shown
over the years gov’t, rulers, etc. choose options that you may use
like it or not.
On top of that the victims should sue them for the intentional affliction of emotional distress. Getting fired from your job certainly qualifies as that.

What does anyone expect for such a screwed up place?
Heck, our state GOP decided to literally throw a district to the Dems rather than back a conservative.
The Republican candidate turned around and backed the dems candidate when the voters decided that the conservative was going to be the Republican nominee for the district.
Think it was district 23 or so back in the 02 to 06 election cycle.
Forget exact year.
But yeah, NY is a mess and nobody elected wants to fix it, actively prevents others from fixing it, and all are in on it.
