While that is a factor, I’m of the opinion that it’s the ownership of the teacher’s unions and the government employees’ votes that will do the most damage.
They firmly believe that a Republican governor would “steal” their pensions, while Baby Doc Beshear lies, claiming he can kick the can down the road indefinitely - which they also believe.
State employees must be in the state pension plan and must have contributions deducted. Because the state needs their contributions to pay current benefits. I know one state employee that considers her monthly deduction a fee to hold her job. She is doing a private plan because she has no expectation of a guarantee from the state.
The elder Beshear did raid the pension fund and the younger Beshear proposed it, but was blocked by the GOP legislature.
It's a one-two punch, for sure. That was certainly the issue they used to crush Bevin.... the ONLY person who actually was trying to SAVE their pensions. They're still trying to use links to Bevin against Cameron.
But honestly, this time around.. I've heard ZERO talk about Teacher pensions. They are beating on Cameron's support for allowing vouchers to be used for private schools. Cameron hasn't even tried to explain the concept of have money follow the children, and CHOICE in education.
The teacher's unions here a extremely crazy, and active.
I don't see Cameron being able to turn those issues around. Better to hit back at Beshear for the draconian lock-downs during Covid here, and lying about being supportive of the income tax cuts.
