So according to Milley, a general (or president) can make whatever idiotic decision he wants in the moment and he’s not responsible for the consequences, because somehow unrelated events of the past are to blame. That would be like saying that a pilot who impulsively decided to crash the plane, killing a bunch of the passengers in the process, is not responsible for the outcome because the airplane had some longstanding maintenance problems.

I’ve never been to Afghanistan, but just looking at a topographical map, its pretty clear that once Baghram Airbase was surrendered, Kabul was very precarious and any defenders there would have no initiative or room for maneuver whatsoever.
