With the proper encouragement (threat of sanctions) it could shut this down in a heartbeat - but then that would hinder the political agenda of Biden's handlers.

In my humble opinion, the Mexican government is complicit in this as well. They know those people won’t be staying in Mexico so they just let them stroll right through. Evidently Mexico’s border security is as lax as ours is.
To me, the answer would seem to be two-fold. Part of it is to actually get the borders closed. The other part would be to furnish nothing that makes it possible for the illegals who are already here to remain here for long. Of course, the illegals who are criminals should be promptly arrested, tried & convicted & then shipped back across the border. No sense in filling our jails any more than we have to.
