During the Soviet period the Russians did not keep crime statistics because...

1) The USSR was a Worker’s Paradise and of course no good Soviet would commit a crime.

2) #1 being the official narrative crimes were handled but no statistics were kept.

Putin being a Soviet revanchist it is not expected that crime statistics from rUSSRia would be in any way meaningful.
