It was an immediate visual indication that all the requirements on their contract had been followed...... ie equipment needed was there, set us was as expected etc.

Indeed there was. A member of their crew was severely injured because a promoter didn’t follow the specific safety protocols in the contract. So they instituted the M&M rule to make sure promoters actually read the contract.
