While at the DOS I made policy suggestion that the US and European nations implement a 5-year exchange immigration plan. It would have resettled people the hist nation accepted but the US acceptance was contingent upon being a successful business owner before citizenship was awarded. It was aimed at families with 2-4 children and no social welfare benefits other than public K-12. They would be responsible for all expenses to include healthcare.
