If they could add a little razor wire to the floats ... They installed large diameter circular saw blades between the floats.

The floats were actually installed to protect people. This is a curve in the river with a fast current and many “migrants” drowned trying to cross it. It only extends for 1000 feet and only covers that dangerous part of the Rio Grande.

Razor wire would actually defeat the rolling float system. It would give them something to tie up to or hang on to.
