Russian President Vladimir Putin has submitted a draft law that would end the requirement for Russia to notify the Council of Europe when it declares or lifts martial law.
Since the start of Russia's full-scale invasion of Ukraine, there has been speculation about whether Putin would put Russia on a full war footing, including a declaration of martial law and full mobilization.
Russia had to notify the Secretary General of Europe's 46-member human rights organization, as well as the United Nations, if it intended to declare a state of emergency, which would restrict the rights of its citizens.

Your analogy with the southern states and America vs. Russia/Ukraine is laughable as if Ukrainians somehow are the offspring of Russians and Russians have every right to encroach on their sovereign nation.
Two different nations.
Two different languages.
Two different histories.
They aren’t even the same ethnically with the exception of sharing a Slavic tongue.
The hate relationship between both nations is epic. Revisionist history associating Ukraine as being a voluntary part of the Russian empire is a good old commie propagandist joke.
Let’s also not pretend that the Russians didn’t murder tens of millions of Ukrainians during the Holodomor. Those good “Christian” Russians would never do such a thing.
But why stop there?
Why not attack Poland?
Latvia?
Estonia?
Lithuania?
Moldova?
We’ll wait for you to justify Russian attacks on other nations too. Heck, maybe Putin will bribe his buddy Kim Jong Un to join the party?

Thus, he seems to imply that for the time being, as long as the AFU continues their ‘meat-assaults’ Russia will happily go on liquidating them out in the open where it’s quite easy and profitable to do so. Then when the time comes, they’ll launch an offensive.

Actually, I pretty much got it right: Russia will in all likelihood win the war, but lose the peace. I’ve been saying that since February, 2022. But, you know that. You’re like the little kid who screeches “Neener! Neener!”

Nice try, kid. The phrase “Win the war; lose the peace” is neither novel nor new. But, ignorant of history as you are, you fail to recognize that. For instance, it was a common criticism of the Western allies after WWI, especially as it related to the Versailles Peace Treaty and its consequences. But, again, you are ignorant of history.
