The tracker will not only tell how many miles you drove but where you drove as well. THEN, it will be required for ICE drivers to have them installed as well. Only to make sure that EV drivers aren't been over-charged, of course.

The party is over, Pal! EV mileage tracker and tax plus we (Oregon) are adding a marijuana surcharge tax to help out our struggling legal marijuana growers.
Wait till the EV owners find out that they have to pay for their own EV mileage tracker and legally approved installation. I figure $500 at least.

They are using EVs to open up what they hope will be universal for all motor vechiles - setting state fees and taxes by tracked mileage; requiring mileage tracking of all vehicles.
