Still not a winnner — the money you “saved” got taxed out of you by the Sate, and given to the utility on behalf of “the poor” who can’t pay their bills.
Huh? You said people who use 290 kWh a month or other e would benefit from this change, yes? My point was even using almost no big appliances, we still use double that amount of power.

But where’s that cost delta coming from?
Your utility didn’t suddenly experience a 50% reduction in operating expenses.
So if you and your neighbors are paying less via billing, who’s paying the utility the difference?
The state?

Well considering the topic was CA, any discrepancies between revenue and cost is likely just coming out of the general fund. So yes, it's CA taxpayers / Fed (our) dollars.
But I'm a little confused - you were the one who initially said the save money point was those who used 290 kWh or more. My point was that almost everyone is likely using more than that in a month, as our usage with almost no big appliance running was nearly double that in a month.
