There does not need to be a very overt action by the Russians.
The party being instructed is not the US, nor Ukraine, nor any other flag carrier on that sea.
It is the insurance companies that might insure that ship. When they stand down, the ships stop.

Yes, your Russian navy is a laughing stock. The Admiral Kutzenov — which belches smoke like an old Pittsburgh steel mill and has to be towed pretty much everywhere it goes — is a good example.
The US signed the agreement, but Congress has not ratified the convention.
Which means the U.S. is not a signatory to the treaty. It’s no more legally binding on Americans than the stupid Paris Accords or whatever they’re calling the most recent “climate change” agreement.
Which means that the US recognizes it, and abides by it, but is not bound by it.
And the U.S. certainly has no business enforcing it … which was the purpose of my original post on this thread.

All vessels or craft taken into custody shall be sent into a port of the United States for appropriate disposition.
Could we still effectively mine their 3 harbors from the air? Like we mined Haiphon harbor in North Vietnam? Or do you have to drop them off ships to deploy them? And I mean LOTS of anti ship mines. Thoughts?
Yeah, I guess you could go within the 12 mile limit and drop mines from the air to block the entrances to Russian harbors. I can’t see what could possibly go wrong? Any other bright ideas?

And yet, Russia — a signatory to the convention — has taken it upon itself to interdict ALL shipping in the Black Sea, thus negating the Black Sea as international waters, in clear violation of the convention.
I've done plenty over the years, including saving lives.

Meanwhile, we interdict Iranian ships on the high seas and seize their cargoes. We did a blockade on Cuba. The British conducted a blockade on Germany during World War I and would not allow our shipping in the area under threat of sinking even though we were a neutral country.
We enter DICT and seize ships and cargoes headed from Iran to Yemen.
And now comically, everyone is filled with this righteous indignation when Russia stops Ukraine from accessing the sea. Lol
