I believe NATO is not supposed to take in a new member that has any on-going border dispute. Even if the fighting stops, Ukraine and Russia will disagree about the border. Possibly forever.

I think it makes sense to bring Ukraine in if they win the war. However, like every thing Biden says, this was a stupid thing to say out loud. Basically, it ensures that Putin will never pull out of Ukraine unless we agree NOT to make Ukraine a member of Nato.
