The Heritage Foundation is out with a new roadmap on how to reform the FBI as the federal law enforcement agency continues to be embroiled in controversy and civil liberties violations.
"The FBI’s chilling record of politicized abuses and the executive branch’s continuing misuse of federal intelligence authorities to target the exercise of free speech and other constitutional rights of Americans gives Congress clear and compelling grounds for enacting forceful reforms, starting with the FBI," a recently released Heritage report states about the need for reform. "In fact, the time is ripe for Congress to consider a complete reconstruction of the FBI, defining the scope of its jurisdiction, refocusing its mission on traditional law enforcement, and putting it under effective control. Short of that comprehensive reform, Congress must, at the very least, put in place the minimum set of proposed reforms outlined in this paper, and reauthorization of the Foreign Intelligence Surveillance Act’s Section 702 offers a perfect vehicle for doing so."
"In the years since 9/11, the Bureau has expanded the scope and use of its own intelligence-gathering powers in dangerous ways, directing them increasingly at political movements that threaten the Washington establishment and at the exercise of constitutionally protected rights by ordinary Americans," the report continues.
The report offers nearly a dozen elements to "reconstruct" the FBI, including by "limiting the tools of investigation used by the Bureau and prohibit efforts to suppress free speech, religious liberty, and other constitutional rights" and "shifting headcount and resources from Washington to the field offices and consider moving the Bureau’s headquarters out of the national capital area."

The new plan comes ahead of testimony from FBI Director Christopher Wray this week on Capitol Hill. Members of the House Judiciary Committee have questions about overall FBI corruption and new revelations the Bureau is working with foreign governments and big tech to censor Americans.
Many Americans have lost count of the numerous FBI scandals uncovered so far.

We have NYPD, LAPD, etc.
Why can't we have NYBI or CBI ( California ) or FLBI ( Florida) or PBI ( Pennsylvania ) or TBI ( Texas ), and so on?

The simplest first-step proposal, and most easily implemented - indeed, it could be done with a simple executive order - would be to disarm the FBI
No holding, purchasing or training on weapons of any kind for the FBI.
If the tough-guys at America’s KGB wants to conduct midnight raids with CNN in tow - or kill dozens of women and children in remote religious compounds - let them first convince the state sheriffs and local cops to accompany them and put their lives on the line.
Democrats and RINOs will take "reform" to mean outfitting their agents in uniforms designed by Hugo Boss.....
And no, that does not mean a federal police force, which imho is where Obama and company would like things to go.
The CIA is worse, just cloaked in secrecy.
Transfer their functions to Marshals, Treasury, Secret Service, ATF, DEA, Border Patrol.
We can live with the CIA. Their purpose lies overseas, not within the U.S.

Renaming the NKVD as the KGB didn’t solve the problem. The KGB just did what the NKVD used to do.
The first thing that some needs to do is justify 40,000 positions, 14,000 of which are people with guns. What in the hell do the other 26,000 do?
After that, only prior law enforcement should be allowed for any federal LEO job. A minimum of 5 years on the street, answering calls and dealing with whatever has a way of humbling a person.

They could be reduced to only investigatory actions, and then needing to go through state AGs and state police and state courts (WArrants) to get state executive level actions that act on the investigations.
The U.S. Congress could also help, to start with, by removing all federal “crimes” that duplicate “crimes” generally found in all the states’ criminal laws, reducing the staffing needs of the DOJ and any “federal” investigators.
All “drug” and similar “federal” “crimes” should require “interstate” transactions in order for it to be a “federal” crime, leaving 99% of such crimes to the state level, as states choose.
Yes. Given communication and travel abilities now the FBI is obsolete and not needed.
