Russia’s Foreign Ministry spokesperson Maria Zahkarova told a news briefing that Russia may use nuclear weapons in self-defense, at an address on June 15 in Peterburg.
"Russia's nuclear deterrence policy is strictly defensive. The hypothetical use of nuclear weapons is clearly limited by extraordinary circumstances within the framework of strictly defensive purposes," she said.
Zakharova insisted that Russia was intent on maintaining the principle that nuclear war was inadmissible.
"There can be no winners in it. It must never be unleashed. We consistently call on all other parties to the joint statement of the leaders of the five nuclear states on the prevention of nuclear war and the inadmissibility of an arms race to adhere to these postulates," Zakharova stressed, according to the Russian-state-owned media TASS.

The Rooskies using nukes defensively is a far cry from them steam-rolling poor little Ukraine, as promised.
People aren’t questioning Russia including nuclear weapons in their self-defense of their country, but they are shocked at the Russian threat to use nuclear weapons as an invasion tool to conquer other nations.

This is just speculation on my part from what I think I know of Putin, but he will make a public statement to the world, just prior to his first use of any nuclear weapon (tactical or otherwise). It will be sufficiently vague to the general public (until after launch) but clear to most of the west’s intelligence analysts. It will be issued so that it will stand in the history books of whatever might be left of the world - in order to protect what Putin sees as the righteousness of Russia, and himself.

Putin and his people have been threatening nukes since before he started the war with Ukraine.
If Ukraine had kept their nuclear weapons they still had in 1994, there would not have been any Russian invasion of Ukraine in february 2022, period.
The Ukrainians respected the Budapest Memorandum, that was also signed by the USA, UK and Russia.
The Budapest Memorandum was a deal : Ukraine shipping all its nuclear weapons to Russia, in exchange Russia and the USA offered Ukraine assurances of defending its sovereignty and respecting its borders, including Crimea remaining Ukrainian of course.
Well... Russia raped that contract in 2014 when it invaded Crimea, then the Donbas, then trying to take Kiev!
Only the USA, UK and Allies respected (albeit a bit late) their part of the contract, by helping Ukraine defend itself against Kremlin’s contract-rapists.

As far as what happened to the nuclear weapons of the USSR after Russia lost control of its empire, I thought things worked out pretty well.
People forget how much turmoil, corruption, uncertainty, danger, chaos, and unaccountability was churning throughout those broken regions that were barely countries, with fracturing governments.

Putin and his supporters are ambitious, not suicidal. The questions about Russian use of nuclear weapons are, what does Putin gain and lose by using them? Who would he use them on? He gains nothing and loses everything no matter who he attacks.
Every time the US and others have stepped up arms, Russia threatened retaliation. Each time the bluff was called. The US and Europe have sent tanks and are going to send modern fighter planes, F-16s Falcons and possibly JAS-39 Gripens.
Russia has made empty threats since the war began. There is little if any room left for Russia to make any more threats.

Only the name “Warsaw Pact” was dissolved. The Soviet forces just regrouped bit further to the East, back to Russia! The Warsaw Pact’s military force (which was mostly russian military) and capacity of aggressiveness remained technically the same. Russia could have taken back at any time any European country it once occupied by force.
That’s why so many previously russian-occupied European countries rushed to demand being part of NATO, in case Russia would suddenly decide to take them back...
They saved their asses from Russia that way.
Indeed, we now see Russia is attacking any European countries not being part of NATO! They did so in Georgia, in Moldavia, and they have repeatedly threatened to steal back the Baltic States. They are still keeping areas stolen from Finland, they are still occupying Kaliningrad in the middle of western Europe, and they over-stuffed it with nuclear missiles for God’s sake! Then they stole Crimea, then annexed the Donbas regions, and finally attacked all of Ukraine!

NATO is a defensive structure where any European country is free to join if it so wishes. Joining NATO helps it protect itself against traditional Russian imperialism.

Russia went on the offence to retake a property they had before 1991 when the Ukraine seceded itself from the failed Soviet rule and now they want it back enough to attack it and want to use nuclear weapons to protect themselves? Maybe if they withdrew the aggression they wouldn’t need to bring the threat of nuclear weapons use into the mix. There is that choice so they are not using the threat defensively. They’re about as transparent as Mt Everest.

You know that both Russia and Ukraine are former Soviet States, right? That Ukraine is a constituent founding member of the USSR, not some satellite that was gobbled up like E.Germany or Poland or Hungary or Czech after WW2.

Live free or die! THAT is the motto followed by the small defenseless European countries who decided to join NATO, to protect themselves against the permanent Russian threats and intimidations.
You can’t blame a small country who has been living through hell during previous Russian occupation, to join NATO later as a consequence!
So under Biden we have: 1) Russia starting a war in Europe and ready to go nuclear.
2) China ready to invade Taiwan

I haven’t kept any threat file but my recollection is that they were conditional threats. IF Russia was in danger of being broken up into several countries the nuclear bombs would be used.
