The etymology website Origin says:
The origin of “goat rodeo” can be traced back to the 1970’s, when goatf-— was rampant as a slang expression for disaster among members of the US Army.
Over the years, euphemisms like goat rope and goat screw would emerge in the 1990’s, followed by “goat rodeo” by the 2000’s.
