This is not at all unusual, as the Senate is the upper chamber and has traditionally functioned as the more aristocratic body.

Our dearly departed very long term senator from Indiana, Richard Lugar, hadn’t lived in Indiana for years. The address he claimed for residency had been occupied by another family for over 25 years. His mail went to his local campaign office. Our other senator at the time Evan Bayh lived in Maryland.
