Chancellor David C. Banks said the city is going to make major changes to how reading is taught in order to address the fact that half of city children in grades three through eight are not proficient in reading, according to the report. Banks noted in a recent interview that the city’s reading instruction methods are “fundamentally flawed” and fail to use scientifically proven ways of teaching students to read.
“It’s not your fault. It’s not your child’s fault. It was our fault,” Banks said. “This is the beginning of a massive turnaround.”
The city’s 32 school districts will begin using one of the three curriculums selected by superintendents over the next two years, according to the report. The programs reportedly employ “evidence-supported practices, including phonics — which teaches children how to decode letter sounds — and avoid strategies many reading experts say are flawed, like teaching children to use picture clues to guess words,” the report states.

Somehow it’s a mystery why students in major cities’ schools can’t read...can’t add...can’t tell you why 1776 is important.

So what method is “scientifically proven” that will be used to teach written English as hieroglyphics? Hell by now all the teachers learned to read (somewhat by Look-sa7 and Whole Word and other methods that essentially use whole words as symbols to be learned by shape of the word. How are the functionally illiterate teachers going to teach reading?

By whose standards? From what I can see, their methods worked JUST FINE, when viewed in the context of the Left wanting to take this country down a few notches (making them far more likely to vote for big government).
The IDIOTS are the conservatives on our side, people who actually thought that the Leftists running education actually wanted American kids to learn, and so left them in power.
And my guess is that the majority of conservatives STILL think the same, or those big yellow school buses that I see where I live would be FAR EMPTIER, as I live in a Bright Red area.

Most 12 year old's could teach a six year old to read.
The public schools have to work hard and spend millions to prevent children from learning to read.

In Ha Noi, Viet Nam the Communist Party elites spend their own personal money on their kids getting American English Phonics skills. Now why would they do that?
They considered phonics as too old fashioned. They had to have something new.

Try teaching phonics, phonetics, vocabulary , punctuation, writing and penmanship, printing and cursive, verbs and conjugation, grammar and rhetoric, perhaps? Require 7 book reports on Summer reading lists. I know it works.
It’s a cyclic thing going much farther back than “a couple decades.” WHY JOHNNY CAN’T READ by Rudolf Fleisch was a big best-seller book of 1955 on exactly the same topic.
