California utility companies propose charging customers based on how much money they make

Three major utility companies in California are looking to restructure customer billing, and part of that means customers could be charged based on how much money they make. 
Southern California Edison, Pacific Gas & Electric and San Diego Gas & Electric filed a joint proposal this week for a flat-rate charge based on income.

    So how would a utility company know what my income is? I thought tax records were confidential. What does my income have to do with my energy usage

    Why not charge based on people's health status? Let the healthy pay more.
 Why do these companies believe they are entitled to know the personal information about their customers? All they need to know is their address and how long of a contract the customer wishes to sign.

    They will get sued 6 ways to Sunday doing this speculation.
Many rich folks dont pay taxes, because they wind up using loopholes, so they dont earn income to pay taxes on.
Further its immoral to do so, and if its allowed to stand, it sets a precedent for every company to do this. And that will mean death for many companies who are not govt-sponsored monopolies, or who sell items people may want but dont need, and can stop buying.
