I have a close friend USAF/ SF that was training Ukrainian troops in CQB and small unit tactics. This was before the Russian invasion and he has since retired from the military. He didn’t say if US forces were actively engaged in combat operations and I didn’t ask.

Most people take “boots on the ground” to mean we have sent in the troops, the combat units.
My point is that they are attached to the Embassy, issued dip passports, and then work with the host government at sites outside the Embassy premises, which are just a home base. These special forces troops are integrated with the Ukrainian forces acting as liaison with them.
We know that the US is providing real time intelligence to the Ukrainians to target Russian forces using our satellite imagery and signal info. Our Special Forces are operating and maintaining equipment to provide the Intel. I would also posit that US contractors, many former military, are in-country to provide technical assistance. The 50 NATO/US Special Forces contingent is just the tip of the iceberg when it comes to foreign assistance on the ground. I doubt any are in direct combat roles yet.
You are naive if you believe the US presence is just training Ukrainians. My experience as a foreign service officer for 28 years and 8 years as a naval officer inform my opinions. My concern is that the incompetent Biden team will raise the ante on our involvement as it becomes more apparent that the Ukrainians are losing badly. Poland is already threatening to send troops to Ukraine if it appears the Russians are taking over Ukraine.
“Special Forces” are boots on the ground. “Advisors” are boots on the ground. “Spys” are boots on the ground.
All are considered acts of war...

The problem is that you know nothing, yet you are making up an elaborately detailed story of what they are supposedly doing and where, and trying to pass it off as real.
That is not how most people interpret it, if any military person in a foreign country is “boots on the ground” then it means nothing, but that isn’t how the phrase is used.
When we FLEW cash to Iran, the media would be pretty goofy to alarm America by posting headlines that THE PENTAGON HAS PUT BOOTS ON THE GROUND IN IRAN!
Now you are saying that any government Americans in Ukraine are an act of war?

Countries don’t start declaring war on every nation that has someone fly into a country at war in support of something or to man their embassy.
Things don’t work that way.
Last I saw, Marines were still guarding embassies and probably still are. And they’re a “military presence.”
