Russia to soon introduce electronic call-up papers in crackdown on draft dodgers after parliament vote

Russia is ready to introduce electronic military draft papers for the first time in its history in an effort to make it harder for men to avoid being drafted after the lower house of parliament gave its backing to the move.

The State Duma, the lower chamber, gave its backing to the necessary legislation in two separate votes. Some lawmakers complained the changes were being rushed through without giving them enough time to scrutinise the changes.

Peskov dismissed suggestions that the digitalisation plans might spark a further wave of panic and emigration among young male Russians keen to avoid having to fight in Ukraine.

"(This plan) is not connected to mobilisation," he said, repeating previous assurances that there were no plans for a second wave of mobilisation.

Under the new proposals, summons would be sent electronically to a potential draftee's personal account on the main government portal. They would be considered delivered as soon as delivered electronically.

Once the electronic summons is received, under the legislation, citizens who fail to show up at the military enlistment office would be automatically banned from travelling abroad.

"The summons is considered received from the moment it is placed in the personal account of a person liable for military service," Andrei Kartapolov, chairman of the Russian parliament's defence committee, said in comments on television.

That sucks. I’d get called up for one of my accounts and jailed for failing tonanswer at one of my other accounts.

The draftee’s bank accounts and drivers licenses are also automatically blocked, not just their ability to leave Russia.

What’s the matter, Russia? Can’t find anymore prisoners willing to die for your “liberation”? Are they afraid of being sent into battle amidst threats of tactical nukes? Remind them not to worry: all the fallout will land on Russia.

Russia wouldn’t ground burst that close to their own border. Air bursts are much cleaner as far as fallout is concerned, as opposed to ground burst.

The men in uniform could show up almost anywhere, any time. They knock on civilians’ front doors and randomly stop them on street corners, handing out draft papers that can turn lives upside down.

Ukraine needs more soldiers — and fast. Kyiv is preparing for an imminent assault on Russian occupying forces, and while Ukraine does not disclose its casualty counts, commanders in the field have described large losses.

... Previously, officials could only deliver draft papers to people’s homes, and some avoided the notices by staying at different addresses than where they are officially registered. But new rules have widened the scope of places where men can be stopped and questioned about their draft status.

Oleksii Kruchukov, 46, a washing machine repairman waiting in line outside a recruitment office in Kyiv, said he was ordered to report there after police broke up a fight he got into on the street. He did not have any valid military exemptions and said he expected that the incident will result in him soon being sent to training, and then the front.

Oleksandr Kostiuk, 52, a road repairman who helped set up barriers against Russian forces around Kyiv last year, recently received his notice via his human resources department at work. He is willing to go to the front if he has to — but fears for his safety. “Now we understand what’s going on, so I’m more nervous,” he said.
