On March 24, 2023, Governor Roy Cooper (D) of North Carolina vetoed SB 41, which would remove the Jim Crow era requirement to obtain permission from the Sheriff to purchase or transfer a pistol in the state. Federal background checks would still be required. Governor Cooper vetoed a similar measure in 2021.
Critics of the law have claimed it was used as a means of discrimination to keep black people disarmed.
The bill, SB 41, passed with veto-proof majorities in the House and in the Senate.
The Senate has 50 members. 30 of them are Republicans.
In the House, there are 120 members. 71 of them are Republicans.
In North Carolina, 3/5 of each chamber is necessary to override a governor’s veto. That is 30 votes in the Senate and 72 votes in the House. Therefore one Democratic vote is needed in the House to override the Governor Roy Cooper’s desire to keep the Jim Crow era law in place. Commercial sales of firearms would still be required to be conducted through federally licensed dealers using the FBI National Instant background Check System (NICS).

What a PITA that thing was
I recently renewed my CCW. Our AA sheriff hasn’t made the process any easier. It took five weeks for my new permit to be mailed.
While I am glad the veto was overridden, I seriously doubt the old law prevented many if any transfers and/or purchases.
Laws are written to punish people for their transgressions against the state, not to prevent crime.
Don’t believe me? Chicago, Saint Louis, Memphis, Philadelphia and Baltimore come to mind.

Sheriffs will be pissed, loss of income stream. It cost me I believe $75 to get three purchase permits letters. Sheriffs already had me in their system for a previous conceal carry permit. So it took a day to get the permits. $25 each for a computer generated letter that took five minutes to produce.
The House has 120 members, but three House Democrats who have been willing to vote with Republicans on party-line bills in the past weren’t present Wednesday morning. Absences from Reps. Cecil Brockman of Guilford County, Tricia Cotham of Mecklenburg County and Michael Wray of Halifax County meant that Republicans only needed 71 votes to override the veto, not 72.

Democratic voters get what they asked for with Cooper.
Considering what’s going on in Washington State, the override is great news. That governor dreams of being as powerful as the Western Governor’s Association members that’s pure commie driven.
Darn. And I was on first-name basis with the shire reeve deputies, with all the transactions I’ve done over there. Guess I could put them on the Christmas mailing list.

I’m In NC. Try 5 months for me. They sent a letter saying I was good to carry after the expiration (which it did), but I couldn’t breeze in and buy a weapon using just my CCW. No worries though...the wife told me no more guns anyway.
Most of the reason for allowing sheriffs to control permits was to prevent Black folks from getting them.
Gun control is inherently racist.

Yep. As usual Cooper vetoed any legislation that is good.....but the Republican legislature stuffed this one down his throat. Veto Overridden.

Funny you say that because I mailed the renewal of my CCW off about 5 weeks ago and am still waiting to receive the new one.
