While I am glad the veto was overridden, I seriously doubt the old law prevented many if any transfers and/or purchases.
Laws are written to punish people for their transgressions against the state, not to prevent crime.
Don’t believe me? Chicago, Saint Louis, Memphis, Philadelphia and Baltimore come to mind.
Most of the reason for allowing sheriffs to control permits was to prevent Black folks from getting them.
Gun control is inherently racist.
Depended on where you were. Anti-gun sheriff’s offices could slow-roll the permits to make it more of a PITA to purchase a handgun. Durham County was infamous for that.
