OK; but quite obviously the 2A was about maintaining the various state’s militias, which at the time were the front line against an attack from a foreign enemy, as a regular federalized armed force was years from becoming a reality...
if the threat to the militia’s function happened to come from some state’s government, yes, the amendment pertains to that as well...
A standing federal army was viewed by the Founders as a serious threat to Liberty.
