House Republicans are calling on Biden administration's national security officials to "utilize the full application of sanctions, export controls, and diplomacy" to block a Russian state-owned energy company from helping China to expand its nuclear weapons program and warn this relationship is a "direct threat" to U.S. national security.
House Armed Services Committee Chairman Mike Rogers, House Intelligence Committee Chairman Mike Turner and House Foreign Affairs Committee Chairman Michael McCaul are demanding that the Biden administration acknowledge that Russia and China are "working in tandem against the United States."
"Russia’s state-owned nuclear energy corporation, Rosatom, is helping the People’s Republic of China (PRC) acquire enough weapons grade plutonium to fuel its strategic nuclear breakout," the chairmen wrote in a letter Friday

Also it allows Russia to get around treaty limits, besides counting strategic nukes as “tactical” ones, and basing nuke launchers in Kazakhstan and other “former” Soviet Republics.
A treaty that Russia also never adhered to. Russia likely has 4-6k strategic nukes, and 10k+ “tactical” nukes, many of these with strategic yields. Add China’s 3k, and the likely basing of nukes in North Korea by those powers.
