THEY ALWAYS DISPISED HIM. the plan was to remove trump and put in Pence from the beginning. The only people with experience in the executive branch were ne-cons and ne-ocons controlled who trump could give cabinet positions. Trumps was the first outsider to ever get office and even with him being an outsider of that group they begrudge had to pretend to support him or loose institutional power.
