Western politicians have to stump to get elected, so it tends to advance those who are good speakers
but Putin came up thru the KGB as a desk bureaucrat, so he has very little experience speaking in front of crowds, and it shows -
no connection with the audience, no warmth, no timing, overly-long and monotonous, no humor ... the total opposite of a Ronald Reagan speech
you can see why they had to pay people to attend
