I have always thought the democrat plan for California was to turn it into a dump with plummeting real estate prices and then pick over the wreckage at fire sale prices and re-emerge as the sovereign socialist nation of California (a wholly owned subsidiary of the People’s Republic of China).

Sadly untrue, they’ll count all the illegals and then “apply statistical corrections” to estimate uncounted illegals and, just like that, California will gain EVs in the next census.

In 1992, the day a bill to put Social Security on a fiscally sound plan was defeated, I told my wife: “When the takers outnumber the givers, the system will implode — and it will begin in California.”

I had no idea at that time that it would take as long as it has.

Money is fungible, and many billionaires and millionaires have “moved” their wealth to other states by spending a few more days of the month in another state.

California will go to great lengths to chase money that moves out of state. There was a story of a man who sold his patent and moved to Nevada, California tried to take a cut of his royalty income even years after he was no longer a resident.

But the real issue here is the state is not really "managed" at all. The governor and legislature are termed limited so they all spend their time working for their next job. The bureaucrats run the state; and they are a huge voting block, so the legislature and governor just rubber stamp their budgets. Nevermind electricity in unreliable, gasoline is twice as expensive, roads are full of potholes, crime is out of control. Those who can afford to leave leave, those who can afford to look like they left will take all the measures to avoid the appearance of living in state to avoid taxes. A few high profile cannot pull that off but they arrange it so they have many corporate holdings and keep the cash and profits out of state only bringing in what they need - just like Apple and Google and Facebook and many others that make billions in profits but pay 2% income tax. Or if they are among the ultra rich, their net worth is tied up in unrealized stock and options gains so they can just live off margin loans and never take a capital gain tax (which in California is the same rate as income tax - nearly 14% for top bracket earners!).
