The study tracks how Denver’s crime rates spiked over the pandemic and have continued to rise. It suggests that the Mile High’s problem is unique to Denver, rather than Denver being an example of a statewide crime problem, though it does not include a comparison of other cities’ crime rates.

Denver’s average monthly rate of crimes per 1,000 people reached a high last year of 9.01 – a 75% increase from 2018.
Among cities with 100,000 or more residents, Denver ranks among the top 10 for several crime rates. It has the third-highest auto theft rate, the sixth-highest overall property crime rate and the 10th-highest rate of rape.
Colorado’s statewide crime rate also spiked during the pandemic, but it fell in 2022 while Denver’s continued to rise. Denver’s crime rate has typically been higher than Colorado’s, but now that gap is larger. Denver’s crime rate is currently 58% higher than Colorado’s compared to 28% higher, which was the average historically.

Denver’s murder rate grew 71.4% from 2014 to 2018, then 42.1% from 2018 to 2022, while its rate of aggravated assault grew 13.1% and 57.4% at the same time.

Senate Bill 20-217 is aimed at increasing transparency and accountability throughout the law enforcement profession. Key components of the legislation include:
Changes to use of force
The act requires that all state and local Peace Officer Standards and Training (POST)- certified law enforcement officers apply nonviolent means before resorting to the use of physical force. Physical force may only be used if nonviolent means would be ineffective in effecting an arrest, preventing an escape or preventing an imminent threat of serious bodily injury or death to the officer or another person. The act prohibits a peace officer from using a chokehold.
Body camera requirement
Beginning July 1, 2023, the act requires all local law enforcement agencies and the Colorado State Patrol to issue body-worn cameras to their officers, except for those working in jails, working as administrative or civilian staff, the executive detail of the state patrol, and those working in courtrooms.
Requires officers to intervene
The act requires a peace officer to intervene when another officer is using unlawful physical force and requires the intervening officer to file a report regarding the incident. If a peace officer fails to intervene when required, POST shall decertify the officer.
Elimination of qualified immunity
Under the act, qualified immunity is not a defense to the civil action and officers may be liable for up to $25,000 for knowingly unlawful actions. If the peace officer’s employer determines the officer did not act upon a good faith and reasonable belief that the action was lawful, then the peace officer is personally liable for 5 percent of the judgment (up to $25,000). If the judgment is uncollectible from the officer, then the officer’s employer or insurance satisfies the whole amount of the judgment. A public entity does not have to indemnify a peace officer if the peace officer was convicted of a criminal violation for the conduct from which the claim arises.
Protest management practices
The act states that in response to a protest or demonstration, a law enforcement agency and any person acting on behalf of the law enforcement agency shall not:
Discharge kinetic impact projectiles and all other non- or less-lethal projectiles in a manner that targets the head, pelvis, or back;
Discharge kinetic impact projectiles indiscriminately into a crowd; or
Use chemical agents or irritants, including pepper spray and tear gas, prior to issuing an order to disperse in a sufficient manner to ensure the order is heard and repeated if necessary, followed by sufficient time and space to allow compliance with the order.
Creation of new data collection programs
Beginning July 1, 2023, the act requires the Division of Criminal Justice in the Department of Public Safety (division) to create an annual report of the information that is reported to the division, aggregated and broken down by state or local agency that employs peace officers, along with the underlying data. Each local agency and the Colorado State Patrol that employs peace officers shall report to the division:
All use of force by its peace officers that results in death or serious bodily injury;
All instances when a peace officer resigned while under investigation for violating department policy;
All data relating to contacts conducted by its peace officers; and
All data related to the use of an unannounced entry by a peace officer.

The average monthly crime rate for motor vehicle theft is 172 incidents per 100,000 residents, an increase of 293% compared to 2014, the year that the state passed statutory reductions to motor vehicle penalties.

There are political and demographic reasons for this decline.
That’s the red herring that is constantly used to distract from the actual explanation. Everything is blamed, without explanation, on “the pandemic.” It’s obvious why they keep doing this: They don’t want people to remember that, pandemic or no pandemic, it was the extreme overreaction and political opportunism spawned by the George Floyd incident that led directly to exploding crime. It’s an organized effort to hide the criminality of urban blacks by not arresting them or immediately letting them out of jail if they are arrested, combined with “defunding the police”, that has caused this.
