Five specific teens have been identified as serial criminals. But instead of locking them up, city allows them to continue committing as much crime as they want.

Do they return to the same Community again and again?
If so , it sounds like that would be a good place to do a Stakeout and catch these guys in the act.
It would also help, with so many security cameras around nowadays, if such a video would give probable cause to have police go after these guys.

Knew "Mant Warshington"(picksburgh accent) very well. Lot's of nice restaurants on Grandview avenue.
I still think Le Mont is still going.
Well anyway, you get what you get, when the city votes democrat.

When the schools and a major segment of our society teach kids that America is rigged by white privilege, you can't exactly expect black kids (if that's who this article is about) to obey the law.
Of course these kids need to be caught and punished but so should people in schools who are teaching CRT.

The problem is that there is literally no place to put juveniles after they’ve been arrested. Pittsburgh had a juvenile detention center. But its been closed for more than a year. The state pulled its license due to behavior accusations against the staff.
So now it’s catch and release for every juvenile crime less than murder. Still the Pittsburgh police should be making arrests. It’s better than doing nothing.

Are there no lamp-posts in Pittsburgh? No vacant lots large enough for a burial plot nor crematory fire?

Yes, it’s the same location over and over. And the residents have lots of videos of their crimes. It’s the government that has decided not to lock them up.

If they’re old enough to steal a car, they should be old enough to be in an adult prison.

Amazing thing is that until the 1930s, Pittsburgh and Philly were along with Cincinnati were the three most Republican large cities in the nation, with the GOP controlling local government until the early 1950s, and they weren’t Rockefeller liberal Republicans either.
(Please note that outside the South, Conservative Democrats didn’t exist after the second term of Grover Cleveland).
