The FBi gets a budget and is accountable. They can’t decide to ignore policy, goals, regulations, laws, and their charter.

Essentially, the FBi has protected him since 2012. They were aware of his pitches and payoffs by Foreign powers -because those Comms are monitored, but they viewed themselves as his Protectors.
