I was watching a report on this on Japanese news and they didn’t show anything that would indicate balloon activity before 2020. Since then there was one for 4 months (!) in Hawaii, along with a number of foreign countries (Japan, Taiwan, Philippines, India, etc).

Mattis left the position of Secretary of Defense on January 1, 2019. He did not hold any office in the federal government after January 1, 2020 so he was not in a position to reassure anyone speaking as Secretary of Defense following the election. He was also retired from the USMC so he had no military command in 2020.

It was US Army General Mark Milley, nominated by President Trump to be Chairman of the Joint Chiefs of Staff in 2019 who was serving as Chairman of the Joint Chiefs of Staff during the 2020 elections who publicly stated he spoke to China. Mark Milley continues to serve as Chairman of the Joint Chiefs of Staff under President Biden.

Mattis may or may not have been a good Secretary of Defense, and President Trump did force him out of office over policy disagreements. However, there is no evidence he spoke to China about President Trump after the election and even if he did, he was in no position of authority to take any action.

You may have General Mattis confused with General Milley.
