There is no possible excuse for not shooting this balloon down.

No, but if we shoot down this balloon, China will shoot down the balloons that we're flying over China.
There's something else happening here. China has been doing this for some time now but only this time, it's been made public, and conveniently timed with Blinken's visit to China (which now may or may not have been cancelled).
The Patriot missile system has a max altitude of 79,000 feet, which may not be enough.
But are we really going to shoot a Patriot missile at it?

Almost 20 years ago China, with great effort and fanfare, China launched their prototype anti-satellite missile and shot down one of their own defunct LEO birds. Then they started waving their dicks around about how great they were.
in response, then President Bush ordered the Navy to shoot down a malfunctioned US LEO bird ... using an operational Standard SM-3 air defense missile, from an operational guided missile cruiser. Nailed it on the first shot.

I don't think that will work. There are much better, easer and cheaper ways to introduce a pathogen to the US. Its not like we have a secure border.
Apparently they have been doing this for quite a while. At the end of WWII before we dropped the nukes we would send daily B-29 flights over Japan. Just two or three plains once a day.
At first the Japs would take whatever countermeasures they could. But after weeks of daily flights the B-29s never dropped any ordnance so the Japs just started ignoring them.
Then BOOM. China may be using the same tactic. Get DOD accustom to the flights as expected. Then attach an EMP to one and BOOM.

But exactly how would that be done, given its altitude?

At ~60,000ft an F-15 would have no trouble ventilating it with the 20mm Vulcan.
