Yep, there is no better place in the lower 48 to shoot it down than eastern Montana or the Dakotas.
To put up with this is to invite more of it. Who’s to say whether they couldn’t send an EMP this way over a major city?

Would be a clever way to get the device over America. How heavy a payload would be required to black out a large area?

Reminds me of when the USofA tried this **same exact stunt** to spy on the Soviet Union. One of these balloons crashed at Roswell, NM.

Spy balloon or distribution balloon?
"Open Skies" is not even remotely that simple. The treaty has very specific requirements as to what sort of aircraft could be used and what sensors could be aboard. Balloons were not on the list. Furthermore, both USA and Russia withdrew from the treaty in 2021, and China was never a part of it in the first place.
I'm open to correction from legal eagles ... but I see no reason not to shoot it down.
