She's more than just a fall gal. It was her literal job to ensure all firearms on set were safe. And this was her very first gig as head armorer on a film. (Her father is a famous Hollywood armorer which is probably how she got the gig.)
The problem on Rust was that with the budget being so small, they had the Armorer pull double duty as the Property Master, so she was elsewhere that day taking care of regular props, not babysitting the firearms.
And that decision to make Hannah pull double duty falls squarely on the producer, who was? Oh yeah, Arec Bawin.

Movies are make believe. The director yelled “cold gun”, and Baldwin the actor was entitled to believe him.
The one role he had that may expose him to criminal guilt is as producer. He apparently hired an an incompetent and inexperienced armorer to save money, and as a result it is reasonable for him to share in her obvious guilt.

As one astute prior service Marine aptly put it months ago, “if Baldwin was getting ready to rehearse an in-the-mouth suicide scene, he would have checked the pistol.”
I tend to agree.
One aspect of this that bothers me, is that a scene was not
being filmed when Baldwin shot and killed the
cinematographer, not an actor (meaning he didn’t need to
be aiming at anyone. Baldwin was rehearsing/practicing.
The impression I came away with, shortly after it happened, was that the cinematographer that was killed, had words with
him earlier in the day. Was he just playing around trying
to joke with or intimidate the cinematographer? That’s
anyone’s guess.
There was no need to point that gun at anyone at that time.
I would argue that with the proper camera angle guns would
hardly ever, perhaps never, have to aimed at a human at any
point in the filming process.
At a 90 degree camera position, you could be aiming 18
inches off center, and the longer the distance the smaller
the angle to accomplish that, would be.
You would see a hand extended with the gun going off
appearing to be aimed straight to the target.
