In any event, I disagree with your conclusion. Under the Croation constitution the president cannot declare war or commit the Croatian armed forces to combat.
From Britannica:
“Constitutional amendments in 2000 reduced the importance of the president, who thenceforth served solely as head of state, and increased the power of the parliament and of the prime minister, who assumed the role of head of government. The president continues to nominate the prime minister, but the Sabor must confirm the appointment. In addition, the prime minister is typically the head of the leading party in the Sabor.”

Yes, he does; but that control has limitations.
In Croatia, the Prime Minister is the head of government, and the president is head of state; which, in today’s world, is largely ceremonial in countries that have a constitution.
From Wikepedia:
“The Commander-in-Chief of all Croatian armed forces in peace and war is the President of the Republic. The Commander-in-Chief prescribes the organisation of the Croatian Armed Forces at the proposal of the Chief of General Staff, with consent of the Minister of Defence. The Armed Forces consist of peacetime and wartime components.”
So, even as “commander-in-chief” he merely implements what the government dictates. It is a titular role.

The president cooperates with the government directing operation of the Croatian security and intelligence system. The president and the prime minister jointly appoint heads of the security agencies, and the president may attend cabinet meetings, taking part in discussions held at such meetings. The president and the prime minister jointly convene Defense Council as well as the National Security Council; the president chairs these councils and their meetings.

So, the powers a Croation president has is not unilateral and is not arbitrary: Rather, they are conditional, and he or she must coordinate with and concur with the government, even in emergencies. So, on paper he (or she) is “commander-in-chief,” but not SUPREME commander in chief.
