My reading of the "tea leaves" (just my guess) tells me that he'll wisely wait for a while, doing great things as Florida Gov, and build a network of support, and let some other contenders announce first.

No it is not. He became a MAGA congressman in 2012, Trump was still trying to figure out which party he belonged to after his many switches.
In 2016 MAGA congressman DeSantis rallied for Trump after Trump jumped onto the MAGA bandwagon.
