I think this was a municipal (i.e., Memphis) case, not a county one. As such, the Memphis PD would be involved in the investigation of the incident, not the county Sheriff’s Office.

If the deputy sheriffs arrived AFTER the subject was pummeled, and they had no context of what happened, How are they responsible? How did they act unethically?

There is a rumor that the victim was having and affair with a cop’s wife which does not justify what happened but certainly explains why it happened.
