I can’t understand two things: 1. Why didn’t the cops cuff him? 2. Why didn’t he just comply?
Why didn’t they just cuff the suspect? That would be one of my first questions. Not immediately securing the suspect when it was possible, is yet another violation.

Seriously, first thing they do is drag him out of the car? Why? What reason did they do that?
He is on the ground asking why? He is trying to make eye contact, not resist. He is confused by the aggressive nature of these cops. Listen to the initial dialogue. He wants to know what he has done to be treated that way. And then they taser him for ‘not complying?’
A cop roughs me up for a traffic stop, I want to know why too. Normal reaction. We need to stop confusing normal reactions with resisting.
