The Joint Study Committee on the Electrification of Transportation has endorsed the Georgia Department of Transportation’s pilot program taxing motorists based on vehicle miles traveled.
Charging a mileage tax would recoup what state leaders see as a potential loss in revenue via the gas tax. Gov. Brian Kemp, a Republican, suspended the gas tax to help Georgians counter rising inflation.
So far, the state hasn’t seen much of an impact from not collecting the gas tax, which typically totals about $170 million per month. The state has seen its other revenues increase and has turned to federal handouts for various initiatives, such as grants to increase broadband across the state.
In the report, the committee said it supports enforcing a "fair methodology to replace the loss in revenue from motor fuel taxes" and recommends legislative action requiring the Georgia Department of Transportation to determine a "fair road usage charge for all EVs operating in Georgia."
"The Study Committee recommends that any legislative action taken to recoup the shortfall in the collection of the gas tax be carefully constructed so that emerging technology and fuel sources can easily be incorporated into a formula or process," the committee wrote in its final report.
Fees "such as road usage charges or vehicle miles traveled should be comparable to the fuel tax paid by an equivalent conventional vehicle," the committee concluded.
In a statement, state Sen. Steve Gooch, R-Dahlonega, said the "report will be used as a reference for potential legislation to be introduced in the future and grant the General Assembly the knowledge it needs to make informed decisions on the future of electric vehicles in our state."
The report includes several proposed EV charging, permitting, training, and planning recommendations.

The University I worked at was doing research on tracking vehicle mileage in the late ‘90’s. They’ve been wanting to do this for a long time.

I would like a per mile charge as I only drive 3-4k per year and much of that is 12-14 mpg. Yes, I have a heavy foot.

Well, since EV owners aren’t paying gas taxes, this proposal to make them pay their fair share sounds ok. The story specifically says the goal is to make EV owners pay the equivalent amount to what owner’s of conventional vehicles pay.
Of course you may support people getting something for nothing, while the rest of us pay the bill, but that’s your right.
The roads are a primary responsibility of government. Including those vehicles that are currently not helping for the maintenance is not unreasonable. What is unreasonable is not lowering the gas tax some for those who are already funding the roads.
The country is dying by a thousand committees. It appears the Georgia GOP is nothing more than swamp that is turning blue.
From this it will be just a hop, skip, and a jump to add the tax to conventionally-powered vehicles. Then raise the tax and start limiting people’s movements, by hook or by crook.

We had a measure on our ballot about 12-18 months ago raising
our gas taxes to cover highway repairs. This gifted the
state an amazing amount of money.
They took that money out of the highway fund and spent it
on some pet projects the Leftists wanted to fund. They do
this all the time, then complain because our gas tax
dollars come up short of their highway funding needs.
Of course you have the right to shoot off your mouth about
what other people owe the government.

If this passes in my state, I’ll have to report my mileage to
the state and fork over even more money.
I already pay a 10% sales tax. I already pay a state income
tax that is either the highest or one of the highest in the
nation. I also pay the highest gax tax rate in the nation
for my other vehicle.
I pay more taxes than any other citizen in the nation, but
hey you just want to make sure I’m paying my fair share.

Well, remember Trump said not paying taxes made him smart...
Proof positive that, once a tax is enacted, if will never be allowed to go away.
But, it’s about EVs not paying their fair share for road usage.
However, government gets to collect a higher tax fee when an EV is sold, where EVs generally cost more than comparably-sized/comparably-equipped vehicles that use gas. So, that’s one way that government makes u a little of what they lose in gas taxes.
However (again), EVs get subsidized by governments at time of purchase, which is unfair to those that purchase ICE vehicles. That subsidy is paid by the taxpayers, and the vast majority of taxpayers did not approve of the subsidy. So, to be fari, government to get rid of the subsidies or should subsidize the purchase of ICE vehicles too.
If Georgia wants to make up for their lost gas tax revenue, perhaps they should be charging the EV buyers an extra $1,000 or more in taxes at time of purchase. Plus, some extra taxes for the extra weight which a lot of EVs carry which maker roads wear out faster.
My EV weighs 750 pounds less than my Mercury Mariner.
Most states will NOT drop their state taxes & the FED won’t either.
Charging by the mile AND a per gallon tax is DOUBLE TAXATION
