Republicans are set to vote on the rules that govern how the House operates, just days after a marathon round of ballots to elect Kevin McCarthy as speaker. Mr. McCarthy and his top lieutenants have been laboring to secure the votes needed to pass the package of rules, after making a series of concessions to a group of opponents in the party’s right flank.

The House passed the rules package. One Republican, Tony Gonzales of Texas, voted no.

The Holman Rule was reinstated as part of the rules resolution. I see this as a necessary tool. It allows specific and granular defunding of government, down to individual positions and people. The later is supposedly constitutionally questionable however. The Holman Rule, while in existence from 1876 to 1983, was rarely used. That figures, just look at the mess our government has become since Wilson.

Let’s see if Congress actually uses it. I have an ever growing list requiring defunding. Daily business of the House should include 10 defunding bills. After two years of that, there might be a minor dent to the deep state.

How so? The House has plenary power of the purse. If they decide they don’t want to fund a particular office that’s well within their enumerated powers.

Who was the guy moderating the meeting? It wasn’t McCarthy (didn’t look like him), but they called him “Mister Speaker”.

How so?

A USSC ruling in 1946. In that case, 39 salaries were defunded, because they were Commies. The USSC held that amounted to being a bill of attainder and not a part of appropriations. I’m not sure how the current court would rule, but I’d love to find out.

Is it correct that a house majority can invoke this without the senate?

No, it requires a bill that originates in the House since it is related to appropriations. Any such bill that will be dead on arrival at the Senate. Although, when combined with larger appropriations it may have a chance.

If the new rules package doesn’t ban any bills to raise the debt limit from reaching the House floor, then it’s useless. We also need to pledge defund the Ukrai-NAZIS, the IRS and the numerous unconstitutional federal programs.

Almost every federal agency and program created since 1920 must be zeroed out if we’re going to have a chance at restoring the republic.
