When you are rewarded and promoted based on how many cases you win.. what do you think is going to happen?

Are you going to go after the big folks who have the resources to fight you for years in court? Or go after the little guys who can’t?

Anyone who thought hiring more IRS agents was going to result in the big wigs getting targeted was a damned fool

Obviously easier to go after the Low-Income people. They are usually smart enough to fight the IRS.

The IRS knows that the more wealthy you are the more likely you have retained the tax accountants and lawyers to give a fighting chance defending tax write-offs. The wealthy can pay people enough to find the numerous legal outs for paying taxes. They know how to shelter their money legally.

Poor people often do their own taxes. Being poor means there isn’t enough money to pay for professional services . They are going to make mistakes and may fudge the numbers in ways the IRS can catch easily. They can’t pay for legal assistance so the IRS can threaten them and they buckle under. The net collection is greater on a bunch of small fries with fine and penalties that don’t go to court than a few big fish that they have to fight.

Think about the intimidation factor. The IRS tries to be intimidating. Rich people don’t fall for it as much. Poor and middle class people do, and usually just react in fear.

Why should the average joe/jill have to pay someone to calculate their tax returns? I'm a W2/1099 filer. It is a miner headache to file taxes, but it is not that difficult. I can crank out my tax returns in a few hours. Granted there are exceptions when major life changes occur...

Yes you are probably correct that CPA prepared returns are more likely to follow the rules. But it is also easier to bully a low-income self-filer who may not have the best record keeping practices, than a trained professional CPA. So the IRS auditors probably also find their job easier when they target the low hanging fruit.

When I did commercial tax prep, I had a number of clients try to submit false returns. Not often but about 1% each year - that I know of. I was required to show “due diligence” but had to accept their word or documents IF there wasn’t a reason to doubt them. But when a small business owner wanted to file based on numbers hand written on a pad, or someone refused to provide any documentation on a child, or the child had a different last name and they couldn’t explain why, or their W2 looked like a number had been erased...

It all depends on what you’re doing and how complicated it makes the forms. Taxes are more complicated than they should be by design.

Poor people get various tax breaks that are supposed to help them but have lots of conditions that poor people don’t understand or know. Make a few dollars more? Lose that credit. Want to take a deduction? Where is the recipes? Worked freelance? Lots of records to keep track of and some extra taxes that may have to be paid.
