50% +1 of the number present at the time of the vote.
So as an example, if only 200 members were present, it would only require 101 votes.

In regards to republicans, the speaker and leadership positions should be regularly changed, NOT enthroned. This is not to produce chaos but to keep improving — it is done in any real organization, business or team of any kind. Without it you have this lifeless controlled group of ‘republicans’.

He may have made a commitment, and is honoring it. Some decent people have backed McCarthy, including Trump.
