I read something along those lines, but it was a long time ago and I can’t recall which agency was the focus. Could be several of them. Whomever it was, they coordinated with the press (print and TV) and the Democrat party.

The phrase was used in the Warren Report but (see my post just above here) the phrase dates back to the mid 1800s.
